Sprinkle the beef short ribs generously on all sides with salt and pepper, then sear until browned, in a dutch oven.
Remove the short ribs and sear the chopped carrots and onions until tender. Then add the short ribs back into the dutch oven.
Stir in red wine, tomato paste, and garlic, and bring to a boil. Add thyme and bay leaves on top and cook in the oven until the meat is very tender.
Remove the garlic and herbs and serve with mashed potatoes.
