Start by adding instant yeast, warm milk, and sugar into the mixing bowl. Next add vanilla extract, whisked egg, and melted butter. Then add the dry ingredients. Using either your hands or the dough hook on a stand mixer, knead the dough.
Fold in the chocolate chips and place the dough in a greased bowl. Cover with a clean towel and let it rise to about double its original size. Punch the dough with your fist and watch it deflate slightly. Then remove dough and place it on a floured surface.
Divide the dough into 12 equal portions and roll into balls. Place in a greased baking dish. Cover with a towel and let it rise for another 1 hour. Brush the top of the buns with an egg wash, then bake in the oven at 350℉ for 25 minutes.
Whisk the chocolate icing ingredients together and use a piping tube to draw crosses on the cooled buns.
